St Louis Arms was a trade name used for Crescent Arms shotguns distributed by HD Folsom and sold by Shapleigh Hardware Co. of St. Louis, MO. If you can determine the comparable model, Crescent parts are still widely available. Good luck.
Around 1892 Crescent firearms manufactured shotguns under a variety of names. In 1930 H & D Folsom Arms sold their Crescent Fire Arms company to Savage Arms and Savage combined Crescent with Davis Warner Arms Corp., as Crescent-Davis Arms Corporation. Your shotguns value, in good condition, is about $150.
It was manufactured by Crescent Arms Co. or since it has a serial number, it could have been manufactured by Stevens Arms Co. since they took over the Crescent Co. around 1932. As far as it's worth, they are great guns. However, as far as re-saleability, they are on the very low end. I have never owned a double of this manufacture. Price ? $ 100.00 for a good shooter. $150.00 tops for one in very good condition.
If it is marked "J. Stevens Arms & Tool Co" it was made between 1886 and 1916 when "Arms & Tool" were part of the company name. Value will depend on the configuration and condition. Side hammers usually go as mantle decorations, especially if they have damascus barrels ($75 for single shots, $125-$150 for double barrels). Boxlocks (back hammer or hammerless) in good shape can bring $75 (single) to $250 (double) as shooters.
Sold by Schoverling, Daly & Gates of New York, 1873-1940. Manufacturers included Baker Gun & Foraging Co, Crescent Fire Arms, F.Dumoulin & Co, Harrington & Richardson, Hunter Arms, Neumann Freres, J.P. Sauer & Son.
New empire was one of the miriad of brand names used by the Crescent Fire Arms Company of Norwich, Ct. between 1892 and about 1922. They manufactured good quality, inexpensive single and double barrel shotguns for field use.

Please explain "double adjustable " - What I consider good quality crescent wrenches start at about $12 for a 6" and up to 18-20 for a 'wide mouth' 9" and 26-30 for a 12".
