Is a graduate student in a two year masters program considered a full time student?

That really depends on the credit load carried per semester. However, while there are differences between specific programs of study, completing a master's degree within a two year period sounds like it's full-time to me. It took me a little over two years to complete my master's degree as a full-time student.
