Yes. He more than likely has feelings for you, and is trying to see how you react to him. If you like him, tell him how you feel. But if you don't, just tell either him, or one of his friends that you don't. Either way, he gets the answer.
It could also be that you are doing something to draw his attention. It could also mean that someone told him something about you that has. Do you do anything each time he sees you. Having someone stare at you can mean many things besides that he is interested in you

my concern is my baby stares up most of the time. even when i am in front of him trying to get his attention.
