it depends if you want a gangster look or a casual look. Gangster look put the hood over the hat. Casual look leave the hood down and just were the hat.
a cap
In general, it is considered rude for a man to wear a hat indoors.
Robin Hood would have worn a hooded mantle called a chaperon, common headgear for that time period (15th C) in England. What is interesting is that the chaperon could not only be worn as a normal hood, but the opening where your face would typically fit through the hood could be rolled and that donut would sit on top of your head like a cockscomb. The rest of the hood would be stuffed around the donut to cover the head, hence a rolled and stuffed hat. It may be a stretch, but that cockscomb configuration might yield something like the archer hat Robin Hood (at least in the movies) seems at times to sport, complete with feather. The archer hat ( Nottingham hat, Robin Hood hat, Sherwood Forest cap, Renaissance hat) seems to be a 20th century Hollywood invention.

Lewis Carroll doesn't specify what sort of hat the Hatter wears, but John Tenniel depicts him as wearing a top hat (see related link), as does the 1951 Disney movie.

No. A hood is a covering for the head and neck with an opening for the face, typically forming part of a coat or sweatshirt. A hat is a shaped covering for the head worn for warmth, as a fashion item, or as part of a uniform.
