Depends. If the feed is solid (grain/powdery), yes, it's fine.
However, if the feed is liquid, no.
The soft bendable buckets made by Fortaflex are a good, safe dish for your horse. There are also permanent feeders that come in all sizes and shapes and in all different price ranges. Corner feeders are good for in the stall because they stay out of the way and are less likely to be knocked off by the horse. It depends on your setup and what works best for your situation.

Usually the horse should be lounged before riding. For a horse that gets a little 'bucky' when you first start to ride this is a safe solution. Unless you use lounging as a cool-down I don't see the benefit of exercising a tired horse.

It is very safe to turn a horse out without a halter. I work at a horse farm, and the only horses we turn out with halters on are those that are VERY hard to catch. Or if the horse has a tendency to escape.
