No, it shouldn't be. Depending on the context, the ethics should be higher. For instance, if you are doing paid work online, you represent a company, and anything you say or do reflects back on them.
However, people are often under the impression that they are anonymous and can get by with more. It is much like the tourist mentality. People who visit foreign countries have no ties to them and are so out of touch with the culture that they feel they can do things that are not okay in their own country. That is not okay, but it tends to be human nature.
