To change (amend) the US Constitution, one of two methods may be used (only one of the two ever has been).
The first, which has been used, is for a bill to pass both houses of the legislature, by a two-thirds majority in each. Once the bill has passed both houses, it goes on to the states. Three-fourths (3/4) of the states must then approve (ratify) the proposed amendment. Every amendment passed has used this method.
The other method allowed by the Constitution is for a Constitutional Convention to be called by two-thirds of the legislatures of the States, and for that Convention to propose one or more amendments. These amendments are then sent to the states to be approved by three-fourths of the legislatures or conventions. This method has never been used.
This applies to the Constitution of the US; states may have different methods for their own constitutions, which vary by state. Some states do allow amendments by initiatives (working to get a proposed amendment on a ballot, then voting on it, which would be a majority vote).
No- proposed amendments must be passed by a 2/3 majority in both houses of Congress. Then 3/4 of the states must ratify it before it is added to the constitution.
I'm pretty sure that by a vote of two-thirds (majority) Congress may amend the U.S. Constitution.
yes

Ammending the Constitution means making a change in its provisions.
NOT possible, Congress can not "change," the Constitution! Only the "People." can vote to AMEND the Constitution.
First of all, a two thirds majority of each house of Congress must propose the amendment. Then, a three fourths majority of the states must ratify the amendment.
Amendment.
No. The people have no direct way to change the US constitution.
A two-thirds majority in both houses of Congress will override a presidential veto.
when you find out tell me
The design of the flag is decided by a majority vote in both houses of Congress. If the president wanted it changed, he would have to convince a majority of the members of each house of Congress to change it.
true
By a vote of two-thirds of Congress and three-fourths of the states
