They may be using a rhetorical question to demonstrate the simplicity or obviousness of the answer to your question. Usually yes, they are avoiding an answer because they either don't know fully or don't want to give the correct answer.

Your question puzzled me until I noticed the top of the window. Do you think the words are telling you to "ASK ANSWER" for the answers to your questions? You click on "ASK" to ask a question, and you click on "ANSWER" to answer questions that others have asked.

Is it worth telling the police about people who expose themselves on chat roulette? Is it worth telling the police that people make fake twitter accounts like SarrahPalinU5A or GE0RGEBUSH? No. So why would you bother telling the police about someone on facebook? It's the internet, not the census.

If the person that answers the question is a registered user their name will appear at the very bottom of the answer frame. Otherwise it will be just an ID number assigned to them.
