"Legal" in what way? Inasmuch as it is a record of an internal matter within the school system it can be used, to document the disciplinary action, or introduced or referred to at a later time in the students academic life. .

If you are referring to it in the same context as (for instance) a warrant, or an arrest document, no, it is not.
