What is the open pipe in the middle of the plumbing for your double sink with dw and disposal that sometimes backs up and spews all over under the sink and is it correct or required?

It could very well be an "Air admittance valve." Plumbing systems require a smooth flow of air and water to operate properly, these vents historically were routed through the roof and allow for the relief of positive and negative pressures in the vent system. "Air admittance valves" are installed under sinks and lavatories that are inconvienient to route a vent to the roof. These vents while handy do not respond well to back pressure, they are designed to seal during moments of positive pressure and "breathe" while in moments of negative pressure, this is to prevent sewer gas from entering the room. The purpose of the trap is to prevent sewer gas from entering the room, the purpose of the vent is to relieve positive and negative pressures in the drain and vent system to prevent trap seal loss. The slang name for an "air admittance valve" is studor vent. "Studor" is a manufacturer of AAV's Hope this helps

Outside at the main shut off valve. Showers/Bathtubs do not normally have a shutoff valve like sinks and toilets. The main water valve for the house must be turned off.

Kitchen faucet doesn't work but dishwasher does?

Possibly unscrew your aerator at the end of the spout and see if the screen is clogged. Blow it out and rescrew the aerator on. If that isn't the problem, sometimes things get caught in the spout. Unscrew the spout and turn the water on. If there is water coming from there and not out the spout when it is hooked up, the spout is plugged. If no water coming out when the spout is off, rehook spout and change cartridges or stems in the faucet AFTER shutting the water off. Depends on the brand of faucet, check the instructions for the brand and model. Also your kitchen dishwasher and sinks are run on seperate valves. The dishwasher valve is usually under the sinks (causing the water to go to the dishwasher first) the valve that was installed for the sink (before the dishwasher) may be bad too.

Kitchen sink gurgles when upstairs toilet is flushed?

You have a blockage in your main sewerline. You have a problem with your venting system. This is why some codes now require a vent within 6" of the toilet. If you will add a vvent to your main line at the toilet you will stop this. Check to make sure your vents are not clogged by a bird or bees nest first.
