Since you asked if "okay," then the answer is yes.
In fact it can be quite advantageous in that the finger strength required is typically much less and fingering much easier for a novice. . .
But your particular situation and learning objectives must also be taken into account. For one, because electric Guitars require amplification, amplified learning could cause upset and conflict with family and/or neighbors. For two, the types of music available to be learned/played - such as classic guitar pieces - would be limited using an electric . . . as would the required training of your hand and finger muscles.
That said, however, there in no reason the fundamentals cannot be acquired using an Electric Guitar . . . if you can afford it.

Well it depends. If you want a guitar to play like in most rock songs get a electric guitar. If you want a guitar like a regular guitar with the hole in the middle or if you are a beginner get a acoustic guitar.

Squire Telecasters are great beginner guitars. They're inexpensive, extremely playable and sound pretty good.
okay, for example, there is the Fender Stratocaster, this is a very common and popular guitar. Guitar companies who make beginners make whats called a "strat immatation" this is a guitar which looks pretty much identical to the real thing, but is a knock-off

The short answer is, no. You should buy a cheap guitar maybe a normal acoustic or even classical when starting out. Once you get used to the instrument. You will then be able to make your choice
Pawn shops are good bets for cheap musical instruments. Also, advertise in your local papers.
