It's more of a medium (it's just animation, exactly like how Cartoons are - they're both animation) although it does have a style onto itself that derives from Japanese comics.

It really depends on quite a few things, including the medium being used (paint, pencil, etc.) and the style you are trying to convey (realistic, impressionistic, comic, anime, etc.). Basically, one style would be for the artist to refrain from adding either shading or detail to the eye. Perhaps leaving out the iris or pupal. Or even inking "Kirby Krackle" around the eye (the art of inking little black circles around the area of the eye to denote lens burn from a bright energy glow).
It depends if it's a boy or girl, and I always call my character by the name that pops into my head, you can even name your character by one of your family members if that's what you want. no i meant like in what position should the anime character be in when i draw it cuz like im always out of ideas when i draw.
