An antagonist is definitely always a person. I'm not really sure how you would use the word antagonist (basically and in lower level terms, meaning a bad guy) describing a difficult situation. When I think of a difficult situation (and it's especially difficult), I would use hopeless or futile. Or maybe some more elaborate. !
Oh, if you are still not sure, you can look up the word at dictionary.com and create your own solution. Warning: If you are to use the word describing a situation, I would think it'd be more of a character's weird diaolgue. So, be careful how you use it if you're writing an essay of some sort.
