An antagonist is definitely always a person. I'm not really sure how you would use the word antagonist (basically and in lower level terms, meaning a bad guy) describing a difficult situation. When I think of a difficult situation (and it's especially difficult), I would use hopeless or futile. Or maybe some more elaborate. !
