Of course 'tourists' meaning visiters from different areas that converge in one place. If there are very few tourists visiting this site then it most likely won't be a tourist attraction. Also tourist attractions are mainly visited by, well tourists, therefore if it is an area visited by many locals and few tourists it therefore cannot be a tourist attraction.
