what probably is happening is that you have your internet connection (computer/modem) turned off, or your Ethernet receiver is blocked, or your subscription has ended, or you have been banned, when it says cannot connect to X-box live, select test connection and see whats wrong., or just turn it off and back on

No it can not. you need a specific router to be able to use xbox live. It is possible to use an ethernet cable to connect to xbox live, or you could do what i do which is using my laptop as a connection bridge to connect to the xbox using wifi.
