The color blue usually denotes somber tones; depression, melancholy, sadness, and depth. Lightened to whiter tones, it can be light and airy and pleasant. I would not characterize blue as a high energy color in terms of artistic use.
Having said that, blue also reminds me of electricity and extremely hot flame... so it depends in what way you are meaning your question.
