No! Candence is owned by Club Penguin so she can NEVER get banned. Some people might think this because they have never seen her, but that is only because she only makes appearences during special occasions such as the Penguin Play Awards or Music Jam Party. If you see Candence, don't tell her to add you because she CAN'T. You can only get her background and she will only tell you if you get her background then you are her buddy. You can add ANY famous people ( Gary, Rockhopper, The Penguin Band, Candence, Aunt Artic )
