Not necessarily, though some may take offense. Skin color is just a part of someone's physical description, so it should not automatically be taken as racist. Really, it depends on why and how you call someone 'white'.

The reason nonwhite races are offended by terms related to their skin color is because white people have been the dominant race in the past and subjected others to bad treatment (e.g. slavery). No race has enslaved white people. Calling someone what is only racist if you say it with malice implying they are below you.

When a black boy calls a white boy, "White boy," whether or not it is racist depends on the context and the tone of voice.

Sports has a rule, "No harm, no foul." It is impossible to tell whether or not it was racist in a particular situation. Since you needed to ask and could not tell by the tone of voice, it probably was not.

Still, any term that has been used as an insult should not be used.

No. It is the manner used that would indicate whether or not it is derisive. If it is said matter-of-factly, i.e. "The majority of the United States is made of Whites", then there should be no issue, and this is the predominant way that it is used. However, if it is used to lessen the humanity of person, it can be seen as racist, such as "We can not negotiate with the White man!"

This is the same problem that we see with other racial terms.
