It depends, a republic can have all sorts of regimes. Republic just means a system where the government is not in the hands of a king, emperor or aristocrat. That is all that is required for the definition of a republic. Nowaydays most countries in the world are republics. A republic can be a democracy, an authoritarian state or a Dictatorship. Whether everyone is considered equal depends on the constitution of a specific republic.
