Fermentation is an inefficient way to produce ATP. It only produces 2 ATP while 36 ATP, hypothetically, can be produced if oxygen is present. However, it is a process that still makes ATP and it is better than nothing.

Fermentation itself does not produce any ATP, but with glycolysis being a part of it, the net product of the entire thing is 2ATP

Fermentation alone doesn't make ATP, however it does provide a supply of NAD+ which allows Glycolysis to continue making the ATP.
