We all tend to expect others to be like ourselves, and are thus blind to other cultures unless we spent a lot of time with them. Since the ethnic groups have traditionally been isolated, they all have different ways of doing things from what is expected by members of other groups. So when someone interacts with you in a way that is not expected, it is likely uncomfortable, but not racism.
