Marriage recognition between countries is usually set by treaty; California recognizes marriages originating in many countries but may not recognize others (particularly where official documents are not issued.) A good place to ask might be the U.S.-based embassy of the foreign country in question; you can also inquire at your local County Clerk's office to see if they can give you an answer.
