A thin membrane (the frenulum, commonly called the "banjo string") normally joins the underside of the glans (head) to the inside of the foreskin. This may pull the lower foreskin more or less towards the glans on erection. If it is tight, it may tear, sometimes bleeding alarmingly, but this usually fixes the problem. Or a doctor my add a nick to free it.
It is in most men very much stretch and slide-able.
