Yes, it is stealing and someone is looking for the camera. You need to take it back to the school and turn it over to them telling them what happened. I hope you will make this into a lesson for your child about finding things and stealing so they won't do it again.

I've not heard of "lateness" being a crime, but if some locality has such a law, I suppose charges could be pressed. I think there'd be plenty of attorneys willing to take that on just for the fun of it, though.
Pre-school is not mandatory, so you can take your child out if you wish.

First off, threatening to harm anyone, regardless of age or relation, is in fact a crime. Secondly, threatening harm or allowing circumstances that could be harmful to a child is enough for CPS, Child Protective Services, to take a child away from their parent/guardian.
