According to USGA rules regarding amateur status, you can play for skins as long as it is optional to play for it in your league or group. It is then considered gambling. State and local laws would dictate if any laws are being broken in that case. About 20 states declare "social" gambling as illegal, the rest are OK with it. Here in Ohio playing for skins isn't considered illegal unless it is high stakes.
