When I was a kid (a long, long time ago), my mother would scrape off the mold and serve the jelly. I'm 58, so you know it didn't kill me. However, the modern advice is anything that was canned should be thrown away when there is mold, loss of color, cloudy liquid (as in pickles), or loss of a thick consistency in jams and jellies. Today, I throw away any jam or jelly with mold.
