No, the Halo 3 game disk has both the campaign and multiplayer mode on it.
What might seen confusing is in Halo: ODST, the game comes with two disks. One disk is for the Halo: ODST game and the second disk is for the Halo 3 multiplayer with all the latest map packs on it such as Mythic

No - because there isn't a Halo 3 ODST multiplayer mode (there is a separate disk that contains all of Halo 3 multiplayer maps) but as for the actual game, the only multiplayer mode is firefight. In firefight you fight against AI (Covenant) enemies with your friends, so there isn't forge.
If you buy Halo 3 ODST with Halo 3 the complete multiplayer experience can you download the campaign to it?
You get the Halo 3 ODST campaign and Halo 3 multiplayer. Nothing else.

Yes and no The achievements will be counted the same and so will the disks but if you have the ODST multiplayer disc (Halo 3 Mythic) and you join someone's campaighn on regular Halo 3 it won't work same thing if someone on HAlo 3 regular joins a map that comes with ODST for example SandBox.
