Don't know for sure about your state, but, as far as I know they are all uniform on these. You have to have a signed work order before starting any repairs. Sometimes a verbal over the phone will work, but I wouldn't put a tech on task with a verbal only. The shop also has to notify you if the repairs are to exceed the written estimate by more than 20%. The only variance that I am aware of is if the repair is a warranty issue to be done by the dealer, and is of no charge, labor, or parts, to the customer. There is also a clause in some states concerning the smog, or safety of said vehicle, and/or other peoples safety on the road. If you go in to have your tires rotated, and your brakes are completely shot, they can detain your vehicle from further use until such repairs are made. Even then they need a signature to continue. You would also have the option of towing the vehicle out of that shop to another, or, to your home.
