NOT a legal driveway. hope that helps)
Legal? It could be a parking violation if you block a driveway by parking in the street. In any case, it would be trespassing if you parked anywhere on private property without license or other reason to believe you're allowed to be there, let alone park there.
That depends on the local ordinances where you live.

It is the person who is blocking the private driveway's fault because they should have known not to park in front of a private driveway in the first place. However, if the private driveway is not marked with a sign of some sort to let people know that it is private, it may be the driveway owner's fault.
You must park 5 feet away from a driveway.
If you are turning left in order to turn into a driveway or auto park.

In most places, it is legal to park across the street from a driveway as long as you are not blocking the driveway or impeding access to it. It is important to check local parking regulations, as some areas may have specific rules regarding parking near driveways.
Dropped curbs are usually there for delivery purposes; but as you mention there is no driveway - so No.
