Now here's the nice part citys and towns have bylaws which restrict the age to receive services and require parental consent. As well as limiting the age most studios have an ethical age limit for service provision. Generally you don't run into a lot of mature 12 years olds, under 16 it's a concern about taking care of the tattoo or the piercing so a lot of shops will make 16 years the cut off point. If a shop provides a service to anyone under 16 there is a serious problem and you should think twice before getting anything done. This can effect your whole like and it only takes once for bad thing to happen. There are heavy fines for violating bylaw age restrictions if they bend the rules what about sterilization and disinfection and reusing needles?

it depends on where in the world you are. i am from England and here you have to be 16 or over to have your belly button pierced without parental permission. if you are under 16 you have to have a parent or guardian with you.

you can be any age as long as you have a parent or guardian's signature. this follows with any piercing.
