It depends on the state.
In some states, it is illegal for someone under 18 - or in some states 21 - to get a tattoo in any circumstance.
In many other states, if one has parental permission, such as a note, or they accompanying you, you can.
Therefore, while there are staggering ethical issue involved in it, any parent who liked could take their 7 year old to get tattooed, even if it meant driving to a state where it's legal.
