Any respectable tattooist would cringe if you asked them to tattoo an 11 year old. By most state law you have to be atleast 18 years old...sometimes 16 with a parent with you. I don't know of any place that would tattoo an 11 year old. If your 11 year old wants a tatoo I would suggest something along the lines of a fake tattoo...the kind you press on and wash off.
