Is it against the law to pass a solid yellow line if there is a mail truck in front of you?

It is very illegal. A solid yellow line means that the invert of traffic can be obstructed by other vehicles like,per say, a mail truck.
Added: If the mail truck is proceeding from mailbox to mailbox and pausing at each one to deliver mail, you may pass. However if it is steadily moving along the road, you may NOT pass it simply because it is moving slowly.
