That depends on a person's definition of easy. The only thing difficult about tuning up a 96 Camaro is access to the spark plugs is minimal due to the tucked back location of the engine. The beauty of the 3.8L Series II engines is there is no distributor so there is that much less to tune. Basically, tuning up the engine merely consists of changing the plugs and wires and maybe checking the coils for proper output. Other than that change the oil and filter, new air and fuel filters and change the Transmission Fluid and filter. Perhaps a coolant flush and fill as well. There, your tuned up!
It is inside of the fuel tank. You will need to remove the fuel tank and that's a tough job.

No, it does not have a crank sensor. the optispark (distributor) does the job that a crank and cam sensor would do for that model of Camaro. they added one for sure in 1997 I know that because I have had a 93 94 95 and 97 Camaro z28 not sure if 96 has one or not I haven't had one of those to work on but they are real easy to find on the models that have them they are located at the bottom of the timing cover and have a 3/8 bolt that holds them in.
not easy at all
Sometimes your first job is very easy to get. Many times jobs are easy to get in fast food.
