Nope - temporary internet files simply take up space on your hard-drive... Deleting them will not harm your computer - but will free up disk space.

I don't quite get what you are trying to say, but are you saying can you delete the unneeded language files? You can delete the "lang" folder in the CCleaner directory (C:\Program Files\CCleaner), and it will have no effect on CCleaner except the fact you only have English to choose from.
