YES!!!! very unhealthy you need calories to grow and all that. should be around 1500 to grow into a healthy young woman. If this 13 year old girl is dieting it should be decided on whether she actually needs to, and even if she does, then she should be intaking more than this but through foods such as carbs, like pasta and so on and vegetables while taking up more exercise.
