In regard to Cruise, your best mileage will be to use it while you are highway driving. You can save quite a bit of gas in city driving by doing slower accelerations from stops.
The cruise control does not have a relay. The engine computer powers and controls the cruise.

The cruise control switch on a 1993 Lincoln Town car is attached to the master brake cylinder under the hood. Ford had a recall on this car because the cruise control switch could lead to a fire.

Quite honestly, I have reached 29.3 mpg on highway travel at about 58 mph using cruise control. Higher speed then will reduce the mpg to about 65mph. After that it drops much faster. This is on flat, open highway. Mileage around town usually around 12 - 13 mpg.
It apparently varies quite a bit...I have a 95 Lincoln Town Car with the 4.3 liter V-8, and I get about 18 around town and 20 combined...and if using my cruise control on a flat long highway can get between 24 and 28 while cruising at a steady 70mph w/windows closed and A/C on....
My 1995 town car horn does not work, sometimes it work one times when I start the car. I have a 1994 Town car and my horn and cruise only work when the adjustable steering column is in the lowest setting. Haven't figured it out yet.
I'm not a mechanic / technician but it sounds like a problem with the clockspring inside the steering wheel column cover if the horn and the cruise control does not work ( the clockspring allows you to turn the steering wheel without pulling the wiring connections to your horn and cruise control switches mounted in your steering wheel )
I've seen anywhere from 10-12 (hard driving, around town) to 28+ (speed limit cruise-controlled highway driving)
