That depends, if you are drunk, it is as they technically cannot prove anything although your license will be removed for awhile, in the State of Florida this is about a year. If you are not drunk, there is no reason to decline.

Added: If you were intoxicated, refusing a breathalyzer probably won't save you anyway. They will most likely just convict you the 'old fashioned way,' using verbal testimony, the results of your coordination tests, and (if so equipped) the video-cam footage from the officers car camera.
