It depends on how much time you plan to devote to your bird. A single budgie, if you spend time with it every day, can become hand tame, learn to speak, and be very bonded with you. If you keep two budgies, they will keep each other occupied, but will not be interested in interacting with you, and hence extremely difficult to tame.

Birds are social creatures, they need to socialise because it is part of their natural order. Bird owners should spend at least an hour a day socialising with their bird, either by playing toys with it, hand feeding it or simply just letting it sit with you outside the cage.
If you don't have the time to socialise with your bird, you should get them a companion to socialise with. Lonely birds can suffer from depression and pull their feathers out.
In my opinion having two parakeets if better than just having one. I had one parakeet and he was acting strangely depressed. My family helped me buy another one and they fit together like peas in a pod.
Birds are flock animals, and they like to have a flock. Love birds in particular like to have someone their own size to snuggle up to and preen. If you at work or school all day, it is better to have 2 so they can entertain each other while you are out. Having two also helps when you are trying to train them. It's like mmonkey see, monkey do. If one bird sees the other step up, then get a yummy treat, after a while, it will know that doing whaat you ask will get it a treat, and so on. While two are great, and in some ways better than one, hving only one will build a stronger connection between you and your bird. This can only happen if you are at home more than about 6 hours a day, and all night. The occational outing is of corse okay, just make sure your bird is well taken care of (food, water, and TOYS!) If you want to have a close bond with your bird and train him to talk or other tricks then get only one. Getting two birds causes the parakeets to bond with each other and not with you as the owner as much.
