If you have a fast processor and want it to go faster you should give it a try but i personally would not risk a new fast processor. with the slower one it may become a little bit faster with overclocking but only if it is capable. by fast you might mean new, it is usually easier to overclock with a newer processor because they usually have new features that make it easier to let you overclock. happy tweaking!
Both the processor, which allows the computer to do tasks, the better that is, the faster your computer can work the RAM which stores the things for the processor to process, the more you have the better. AND the hard drive, the faster this is, the faster the processor can grab information off it.

If they were, the devices would all have to have a separate interpreter for the processor and in order to communicate amongst themselves they'd have to go through the processor, which would slow the computer down. If everything is connected to the motherboard and the motherboard interprets everything for the processor, it's cheaper and faster.
The 2.16 GHz Mac should be better. Dell is very slow (for me, at least [20 viruses and took 1 hour to download a webpage]. Most Macs are super fast.) And also the more GHz, the faster =)
