It's very rare for a male to want female breasts unless that person is undergoing gender reassignment. As this desire is very rare it accordingly follows that most people would not regard it as normal, so inevitably it follows that not being regarded as normal means that it's regarded as abnormal.

Rare does not mean unique though and males wanting female breasts is a recognised phenomenon in the field of breast enhancement. There is even an internet forum for such people to get together, although male to female transsexuals are also welcome there and it basically acts as a support group for any biological male wanting in any circumstances to have female breasts.

Most cosmetic surgeons would not perform breast augmentation surgery on a biological male unless it was part of that person's process of gender reassignment. The reason for this is that the surgeon could not be sure that breast augmentation was the appropriate course of action in such a case and is likely to believe that the patient would be better served by seeking psychological help.
