Yes it can, very easy to do, have to order a new latch from the dealer, just tell them it's the latch that locks the top down, and which side it's on. Hope this helps.
14 -15 mpg average I have a 1999 convertable with a 6 speed manual transmition, I get about 32 miles per gallon on the highway if I keep it down to 70 MPH, witch isn't always easy to do, and in town I get around 22-25. When my foot gets heavy my milage isn't quit so good.
FROM UNDER THE ON THE AFFECTED SIDE REMOVE THE LOWER PANEL TO GAIN ACCESS TO UNDERSIDE WHERE THE LAMPS ARE. YOU HAVE TO REACH UP TO THE BACKSIDE OF THE LAMP, DEPRESS THE LOCK ON THE SOCKET, AND TURN IT OUT. DID I MENTION THAT THIS IS NOT AN EASY FEAT?
