10 is too young. Wait a little longer.
11 is okay, I wouldn't recommend it, but with parents' permission and the other person's permission then sure.
12 should be fine, still a little young; I would wait longer, but I see lots of people doing it.
Kissing is totally up to you though. If you want to them go for it.
But keep in mind that the other person might not want to be kissed yet so make sure they are comfortable with it first
And also, kissing at a young age can lead to sex at a young age which is really bad and might lead to pregnancy. Be careful when it comes to kissing so you don't end up doing something you'll regret.
