In RuneScape, I suppose. The Dwarven Cannon is especially appropriate for attacking many NPCs at once. I don't think it is the best option for attacking individual high-power enemies.

A Dwarven Cannon gives you lots of ranged experience. Both the cannon, and the ammunition, make its use fairly expensive.
