NO!!!!

Eczema is open sores, if you put bleach on that it will burn! Bleach is a very harsh chemical you should never put it on your body, especially on sores. Try an oatmeal bath (made my Aveeno I believe) they sell it in a few different forms body washes, lotions/creams and a soak/bath. The oatmeal bath is the most soothing thing to use for eczema, I used when I was younger and had very bad dry skin, I used it on my kids for diaper rash and I use it on them now when they have rashes or dry skin.

Please don't use bleach!! == ==

I wouldn't recommend Laundry bleach on the skin for chiggers.

Answer. To relieve the itching of chigger bites, over-the-counter lotions and ointments may be helpful. To prevent bites use an insect repellent containing "deet" (diethyltoluamide), this will make you less attractive for chigger bites. See related link...

Do Chiggers die or is there a way to kill them?

Well of course chiggers die, as every living thing does. On your skin (and don't listen to the others who tell you otherwise) you can put clear nailpolish on your skin, which suffocates them. Or, just put rubbing alcohol on them every so often. It works, OK? I have had plenty of chiggers in my life! And I'm perfectly healthy! This tactic works great, and you won't develop any health concerns. Believe me, I've had hundreds of chiggers.

Clear nail polish does treat chiggers. When you paint it on the skin, it dries and creates sort of like a seal over that area. It smothers the chigger, killing it.
