Whoever told you that is either a lier or a total idiot. Water to any fish is exactly what air is to people. It provides the oxygen that we need in order to live. The cleaner it is the better it is. Betta experts recommend a 10 gallon tank for a Betta. These (often badly abused) fish should never be in an aquarium containing less than a minimum of 3 gallons of water. They also need a cycled filter and regular water changes.

In their natural habitat they live in puddles in Asia.But in a fish tank I would put some smooth gravel with one or two fake plants.
