This is not a legal issue. Maybe immoral but not illegal. It is a crime to open someones mail in the postal system because it is Federally regulated. Electronic mail has no such monitoring or regulations.
In the UK it is not a crime to open mail addressed to someone else if you have received it in the post. It is a crime to tamper with the mail that is still in transit with the Royal Mail.

It is not illegal to access your husbands cell phone bill. It might not be moral, but there are no laws against this.
