Yes, it is. There is an obscure 19th century law that forbids a citizen from interfering with another citizen's rights, of which voting is one. It was passed so as to prosecute Klansmen federally, but it still exists.

However, any way I can think of to stop a person from voting would itself be another crime. Kidnapping. Unlawful detention. False imprisonment. Assault. Menacing.

If you truly believe someone has been kept from the polls, talk to the police or the District Attorney.

Yes, it is a violation of civil rights guaranteed w/in the Constitution. As much so as it is a violation to restrict sufferage rights to those who do not own property, (at the time it was abolished this meant slaves or real property) or to restrict the vote to only the literate.
