It depends on the location. If someone is clearly in the public setting, yes, you can take their picture without them knowing or asking permission. Depending on what type of media it is, the answer may be different. if your talking about a celebrity or anyone for that matter, if their photo gets taken by the media, the media have rights to put that in newspapers magazines ect. Where-as if that photo was used without their permission for advertising (tv commercials ect.) that would then be illegal. if the photo is taken by the person in the photo and it is their own property, the media must then get permission to use, usually costing them. hope this helped! :)
