As far as the mail is concerned - it is covered by US Statute and it is illegal for anyone to take anyone's mail out of the mailbox for any purpose. It is not illegal to place a letter in the mail that has not been stamped. If a letter does not contain a stamp, the postal service will return the letter to the sender with a note that says " needs stamp."
