In order to sell a car to a person you have to transfer the title. When you do that the DMV person should ask to see the drivers license
Why wouldn't be legal? I mean, you can sell a Learjet to someone without a pilot's license, right?
Do you mean to tell me "Miss Daisy" couldn't legally purchase a car for Morgan Freeman to drive her around in?
(I suppose if the seller "knew or reasonably should have known" the buyer intended to use the vehicle in a manner inconsistent with state law, that'd be a different matter, but that's just an issue of maintaining "plausible deniability.")
No
No must have valid license or subject to impound
It is not legal to drive without a driver's license. Drivers are expected to carry their license with them whenever they are using their car or truck.
All states permit any legal resident to have a driver's license and a number of states process drivers license applications without asking about legal residence status. Thus a drivers license is not proof of citizenship.
There are legal requirements that all drivers be insured- as well as licensed and carrying proper registration documents- separate from the driver"s license and of course obligatory license plates.
nothing happens to them, it;s perfectly legal for them to sell a car to anyone of legal age.
Yes. If you are of legal age to own 'property' in AZ you may own a care without necessarily possessing a license to drive it.
No

Not in the USAAdded; It is not lawful to ride ANY motor vehicle on the public roads without a drivers license of some type or other. In some states the engine size determines if the vehicle is even legal to be ridden on the roads, regardless of whether, or not, you have a license.
Yes. Any underage person (minor child) will need their parent or legal guardian present in order to get their license. You, without that license, cannot drive yourself there legally.
